This cooperation is based on two main pillars. One is the Jewish-Moroccan connection dating back over 2,000 years, which enables cultural links based on mutual Moroccan values and principles. The other is security and intelligence cooperation between the states going back to the 1950s, which continues to this day. The combination of the two generates mutual trust and deep connection between the two people. Nonetheless, since the failure of the Camp David summit and breakout of the second intifada in October 2000, Israel and Morocco do not have official diplomatic relations. However, even those who were disappointed would have to admit that peace with Egypt remains stable. The importance of the agreement cannot be overstated. In retrospect, the agreement set the way for Arab recognition – albeit not comprehensive – of Israel. Is this term still appropriate to describe the relationship between Israel and Egypt after 40 years?

An analysis of the treaty reveals that there are at least ten components that have ensured stability over the years: First and foremost, peace has never been in danger. Although Egypt has recalled its ambassador to Cairo several times during periods of crisis (such as the 1982 Lebanon War, the 2000 Al-Aqsa, or Second Intifada, etc.), it has never severed diplomatic relations, suspended or canceled peace. Even during the rule of the Muslim Brotherhood under Muhammad Morsi (2013-2012), Israel received clear signals that the agreement was not in danger.

Second, Egypt has always respected military agreements. Even when the number of Egyptian troops deployed in the Sinai violated the treaty, it was done with Israel’s permission. Third, the embassies, consulates and academic center continued to function even in periods of crisis (such as after the attack on the embassy in Cairo and its evacuation in September 2011). Fourth, Israeli ships sail through the Suez Canal. Fifth, the economic boycott of Israel was formally lifted. Sixth, Egypt is doing its best to prevent infiltrations or terrorist attacks from its territory into Israel. Seventh, between the countries, there are air, sea and land links. Eighth, there is minimal trade, which increased after the signing of the Qualified Industrial Zone in 2004. The $15 billion agreement to supply Israeli gas to Egypt over 10 years gave the commercial-economic relations a boost as well. However, the large gas reserves that Egypt recently found in its territory raises questions regarding the implementation of the agreement. In any event, Egypt recently established the Eastern Mediterranean Gas Forum with the participation of Israel.

Ninth, there is security and intelligence cooperation, which was strengthened after Egyptian President Abdel Fattah el-Sisi rose to power in 2013. Indeed, Sisi has recently confirmed that Israel is assisting Egypt in various ways in its war against jihadist Islamic organizations in the Sinai. The two countries also maintain dialogue and coordination on Gaza and the Hamas regime. In fact, the security coordination with Israel’s security and intelligence officials can be defined as “warm”. Finally, Israel and the Jewish organizations in the US lobbied Congress to ensure the continuation of the military aid to Egypt.

In contrast, the peace agreement suffers from several basic weaknesses: First, the hostile media attacks against Israel and its policies (which is legitimate in itself) sometimes reveal an anti-Semitic tone. TV series broadcast during Ramadan often recite negative stereotypes of Jew. The state, which controls media outlets, can prevent – or reduce – the frequency of these broadcasts, but it refrains from doing so in order to allow steam to be used against Israel instead of the regime. Second, the Egyptian parliament, trade unions and academia oppose any signs of normalization with Israel. For example, MP Tawfiq Okasha was expelled from parliament after meeting with Israeli Ambassador Haim Koren. Although there is an academic center in Cairo, there is no academic cooperation between Israeli and Egyptian universities. Moreover, there are 13 departments that teach Hebrew and Judaism in Egyptian universities, but except for occasional visits to the academic center for learning purposes, there is no institutional connection.

Third, most of the intellectuals in Egypt, regardless of their political or religious affiliation, vehemently criticize Israel. Over the years, there were some courageous intellectuals – such as Lutfi al-Khuli, Ali Salem and Saad Eddin Ibrahim – who were part of the Egyptian peace movement and even visited Israel. But they were harshly criticized. Fourth, Egypt indeed allows its citizens to visit Israel, but in practice it piles up many hurdles. Citizens who want to visit Israel are required to obtain special security permission. Finally, the Egyptian educational system continues to teach content that enhances the negative image of Jews and Israelis. Although the peace treaty was introduced into textbooks – which show that Israel is formally recognized – the historical narrative does not legitimize Israel’s existence, and its citizens are generally described negatively.

This analysis shows that if we use the metaphor of temperature to evaluate peace between Israel and Egypt, in certain areas, such as security and intelligence, we have “warm” peace. But in other areas, such as media, education, academia and civil society, peace is still “cold”. On balance, peace with Egypt can be described as “tepid.” However, if peace is measured by its degree of stability, it is far from being fragile. The hostility between Egypt and Israel – which included no less than five wars – prevailed for 25 years (1948-1973), whereas peace has existed for 40 years. Moreover, an in-depth examination of Egypt’s economic and social problems, especially the problems arising from its demographic growth (Egypt has a population of almost 100 million) prevent Egypt from seriously considering a war against Israel. In this respect, peace is not only an Egyptian need, but a necessity. This is therefore a durable and stable peace, even if it is mild in terms of temperature.

What else can be done to “warm up” peace? Israel must solve the Palestinian problem (which is in its interest anyway), so that the Egyptian regime and the public will not feel guilty about abandoning the Palestinian cause. Egypt, for its part, should deepen the foundations of peace through the media and education. Both countries should make increased use of their foreign offices – and not rely on the security and intelligence apparatuses – to deepen cooperation on the diplomatic and civic levels as well. The chances that such things will happen are not great, but it remains to be hoped that by the 50th anniversary of the peace agreement, we will see further improvement in Israeli-Egyptian relations.

At that time, Qaboos faced a rebellion in the southern Dufar region on the Yemeni border. The Sultan feared the intrusion of the Soviet Union and Communism from the neighboring People’s Republic of Yemen. Britain, through an army of mercenaries, and Iran the neighbor to the east, helped the Sultan suppress the rebellion. Israel too took part in this effort, although its magnitude was never clarified. However, it seems that Israel’s part included advice, guidance, and possibly even arm supplies. It should be emphasized that in the 1960s Israel also assisted the royalists in northern Yemen in their struggle against Egypt, and therefore it is no surprise that Israel helped Oman as well. Besides the fact that Israel sought in general allies in the Middle East, Oman’s importance derives from its geographical and strategic location in the Arab Persian Gulf and the Strait of Hormuz. Relations with Qaboos continued since the early 1970s. It laid the foundation for the ties that developed between the two countries in the 1990s, and is underlying the moderate position that Oman has demonstrated toward the Arab-Israeli conflict since the end of the 1970s. Relations with Qaboos continued since the early 1970s. It laid the foundation for the ties that developed between the two countries in the 1990s, and is underlying the moderate position that Oman has demonstrated toward the Arab-Israeli conflict since the end of the 1970s. Oman supported the 1978 Camp David Accords between Israel and Egypt, and after the signing of the peace treaty in 1979, Oman was one of the three Arab countries (alongside Sudan and Morocco) who did not sever their diplomatic relations with Egypt. This fact is noteworthy especially in view of the resulting delicate position that was imposed on Oman vis-à-vis its Arab neighbors in the Gulf, which have boycotted Egypt. Moreover, the Khomeini revolution in Iran in 1979 tainted the relations between Oman and Iran, which was under the rule of the Shah, an ally of Qaboos. This independent behavior became a feature of Sultan Qaboos’ foreign policy.

Beginning in 1980, Mossad agent Nachik Navot used to meet regularly with Qaboos. The talks dealt with the common interests of the two countries, which included concern about the spread of Soviet influence and armaments in the Middle East, the Iran revolution, and the advancement of the peace process.

After the Madrid Conference, the signing of the Oslo Accords and the peace treaty with Jordan, there was a turning point in Israeli-Omani relations. In February 1994, Deputy Foreign Minister Yossi Beilin held a secret meeting with a senior Omani official to discuss relations between the two countries, which led to Oman’s decision to host in Muscat in April 1994 the fifth meeting of the working group on water in the context of the multilateral talks of the Oslo process. The involvement and participation of Oman in the working group on water and environment was not a secret. However, the secret contacts between Beilin and Yusuf bin Alawi, the foreign minister of Oman, prepared the ground for the meeting between Prime Minister Yitzhak Rabin and Sultan Qaboos, on 27 December 1994, two months after the signing of the Israeli-Jordanian peace treaty. This was the first official meeting between an Israeli leader and an Arab ruler in the Gulf.

This visit exposed Oman to criticism from within the Arab world. As a result, most interactions continued behind the scenes. Yet, Foreign Minister Shimon Peres and his counterpart, Alawi, met in public in Washington in June 1995. The Rabin assassination in November 1995, and the presence of Alawi, who represented the sultanate, in the funeral, led to more overt relations: in January 1996, Israel and Oman signed an agreement to open trade missions. In April 1996 Peres visited Oman (and Qatar). The visit took place at the summer palace of the Sultan in Salalah. He was accompanied by Dan Gillerman, Chairman of the Federation of Israeli Chambers of Commerce, as well as a number of businessmen in order to promote economic ties. Peres’s advisor Avi Gil insisted that Peres be accepted by a military parade that included the Israeli anthem. In September 1999, Foreign Minister David Levy met with Alawi during the UN General Assembly. However, a year later, Oman closed the Israeli mission as a result of the outbreak of the Palestinian Intifada. It was only in 2008 that Foreign Minister Tzipi Livni met with Alawi when she participated in the Doha Forum in Qatar.

The most important project carried out by Israel and Oman was the establishment of the Middle East Desalination Research Center (MEDRC), inaugurated in 1997. The project was the outcome of the talks in the multilateral working group on water and environment. The center was financed by the United States, the European Union, Japan, Oman and Israel. Oman, an arid country in need of desalinated water, was interested in establishing the center in its territory and using Israeli technology. Within the umbrella of technology cooperation, Oman and Israel could continue to hold covert meetings. Israeli officials could also meet with Arab officials from the Gulf whose countries do not have diplomatic relations with Israel. Oman took advantage of having the center in its territory to develop desalination projects and to train local experts. The center continued to be active throughout the Intifada.

Netanyahu’s visit to Oman symbolizes the renewal of an old “romance.” At the same time, Oman’s willingness to reveal the meeting is indicative of boldness and self-confidence, especially against the backdrop of the deadlock between Israel and the Palestinians. In the local press, Qaboos is portrayed as a “man of peace”. In light of his fatal illness, perhaps this is the legacy he wants to leave behind. Yet, more concretely, two reasons may explain the visit’s aims: One, an attempt to offer an Omani mediation to the dormant IsraeliPalestinian peace process. The fact that Mahmoud Abbas visited the Sultanate a few days earlier and that Alawi was sent to Ramallah after the Netanyahu visit may support this thesis. Second, Israel wanted to use the good offices of Oman, which enjoy good relations with Iran and/or Syria. Beyond achieving prestige vis-à-vis the Saudi and Qatari neighbors, Oman can use Israel to reach out to the United States and the West in general. In any event, the visit substantiates once more again that Israel is recognized as an important player in the Arab Middle East.

This new perception has no ground to stand on since historically, the relations between Israel and the Arab states have always depended on the Israeli-Palestinian relations. It also overturns the Arab League Initiative, which Netanyahu once claimed was “dangerous to the State of Israel in its current form” (2007) and later claimed “Israel welcomes the spirit of the Arab Peace Initiative” (2016). The “new” Netanyahu is willing to welcome the initiative as a basis for regional peace because he is ignoring its major requirement that an Israeli- Palestinian agreement be signed prior to the establishment of normal regional relations.

This article focuses on the discourse promoted by the Prime Minister and his surroundings since they are the most dominant and central actors shaping the debate. Moreover, even Netanyahu’s political opponents find it difficult to create an alternative discourse: In the absence of a Palestinian partner, who can oppose any strengthening of ties with the Arab states? However, this discourse, sometimes consciously and overtly, tries to avoid the main problem: without an Israeli-Palestinian agreement, Israel’s relations with the Arab and Muslim world cannot be normalized. Therefore, this perception leads in practice to continued attempts to manage the Israeli-Palestinian conflict, instead of encouraging its resolution.

Spoilers of Peace and the Dilemmas of Conflict Resolution https://mitvim.org.il/en/publication/spoilers-of-peace-and-the-dilemmas-of-conflict-resolution/ Mon, 26 Nov 2012 09:31:04 +0000 https://mitvim.org.il/?post_type=publication&p=4351 On July 23rd 2012, Mitvim—The Israeli Institute for Regional Foreign Policies has conducted a workshop in cooperation with U.S. Embassy, Tel Aviv on the topic: “Spoilers of Peace and the Dilemmas of Conflict Resolution.” The workshop, which took place at the residence of the U.S. Embassy’s Counselor for Press and Public Affairs, Ms. Hilary Olsin-Windecker, featured two speakers with extensive academic and practical expertise on the topic: Prof. Miriam F. Elman from the Maxwell School of Citizenship and Public Affairs at Syracuse University and Attorney Gilead Sher, former Chief of Staff to Israeli Prime Minister Ehud Barak and co-Chief negotiator at the 2000 Camp David Summit. This publication, the first published jointly by Mitvim and the Program for the Advancement of Research on Conflict and Collaboration (PARCC) at Syracuse University, features the lectures delivered by Prof. Elman and Attorney Sher at the workshop. It also consists of an introduction by Prof. Daniel Bar-Tal of Tel Aviv University and Mitvim, which sheds light on some socialpsychological dimensions of the spoilers phenomena. Past attempts at resolving the Israeli-Arab conflict have shown just how much negative impact spoilers can have on jeopardizing peace processes. In recent years, attempts have been made to bring new constituencies into the peace process. Engage them, moderate them, make them part of the process. These have not yet yielded the desired results, and must be broadened. Currently, with no substantial Israeli-Arab peace process underway, we are facing a different type of spoilers. On July 23rd 2012, Mitvim—The Israeli Institute for Regional Foreign Policies has conducted a workshop in cooperation with U.S. Embassy, Tel Aviv on the topic: “Spoilers of Peace and the Dilemmas of Conflict Resolution.”

The workshop, which took place at the residence of the U.S. Embassy’s Counselor for Press and Public Affairs, Ms. Hilary Olsin-Windecker, featured two speakers with extensive academic and practical expertise on the topic: Prof. Miriam F. Elman from the Maxwell School of Citizenship and Public Affairs at Syracuse University and Attorney Gilead Sher, former Chief of Staff to Israeli Prime Minister Ehud Barak and co-Chief negotiator at the 2000 Camp David Summit.

This publication, the first published jointly by Mitvim and the Program for the Advancement of Research on Conflict and Collaboration (PARCC) at Syracuse University, features the lectures delivered by Prof. Elman and Attorney Sher at the workshop. It also consists of an introduction by Prof. Daniel Bar-Tal of Tel Aviv University and Mitvim, which sheds light on some socialpsychological dimensions of the spoilers phenomena.

Past attempts at resolving the Israeli-Arab conflict have shown just how much negative impact spoilers can have on jeopardizing peace processes. In recent years, attempts have been made to bring new constituencies into the peace process. Engage them, moderate them, make them part of the process. These have not yet yielded the desired results, and must be broadened.

Currently, with no substantial Israeli-Arab peace process underway, we are facing a different type of spoilers. Not those using violent means to stop negotiations, but rather those preventing a process from even taking place. These spoilers are not the militant spoilers of the 1990s, but rather large segments of the Israeli and Palestinian mainstream, which have lost hope in peace, doubt its desirability and feasibility, and lack a sense of urgency regarding it.

Many of these current spoilers are acting within the marketplace of ideas—they shape mindsets, perceptions and paradigms. The popularity of the “no Palestinian partner for peace” notion, launched as a political spin by Prime Minister Ehud Barak following the failure of the 2000 Camp David summit, is perhaps the most striking example for a spoiling paradigm.

In order to advance Israeli-Arab peace, the issue of spoilers of peace should be better understood and addressed. We at Mitvim hope that this publication will make a contribution towards this goal. We would like to thank the U.S. Embassy, Tel Aviv for partnering with us on this project, and especially Ms. Hilary Olsin-Windecker, Ms. Anne Walter, and Ms. Linda Slutzky.
