Then Aoun made a similar statement, saying that “unjustified, deliberate and systematic blockage which dismantles the state and drives it to its demise must be ended.” The Cabinet has not met since October.

Aoun’s Free Patriotic Movement is an ally of Hezbollah in the Lebanese parliament and in 2016 he was elected the president due to its support after 29 months of stalemate.

Hezbollah quickly reacted to the Aoun statement by slamming Bassil – who has presidential aspirations when Aoun’s term ends next year – and indicating that Bassil might be losing its support.

Meanwhile, Aoun on Thursday signed a presidential decree approving legislative elections for May 15, 2022, two months later than the current parliament had wanted it to take place.

Experts are questioning whether the leaders of FPM are truly reconsidering their ties with Hezbollah so close to the upcoming 2022 parliamentary elections, and what such recent statements say about the growing resentment against Hezbollah in Lebanon.

“The criticism against Hezbollah is growing fast. Many people are talking about it out loud. The press is very militant these days, and there is also a criticism that is expressed through social networks, namely Twitter. In 2019 (Hezbollah’s) offices were targeted in Nabatiyeh, in the heart of their own base,” Dr. Moran Levanoni, an expert on Syria and Lebanon affairs for the Moshe Dayan Center for Middle Eastern and African Studies at Tel Aviv University, told The Media Line.

“Lately it seems that the resentment is growing, especially after the explosion at Beirut Port. Also, (Hezbollah leader Hassan) Nasrallah promised to provide a solution to the energy crisis, but his attempt to bring oil ships from Iran has failed. He didn’t succeed to do anything meaningful. So, when Aoun says what he says, he aims not only to foreign ears, but also to the domestic audience that is unhappy with what Hezbollah does,” he added.

Pierre Akel, a Lebanese journalist and researcher who hosts the popular trilingual website Middle East Transparent, says that the economic and political crisis has badly hurt Hezbollah’s reputation and popularity.

“I believe that Hezbollah is finished popularity-wise. I appreciate that today more than 80% (of voters) are against them. After all, the Shia Lebanese are hungry like everybody else. Even if they have money in the bank, they can’t withdraw it, as a person can only withdraw up to $400 each month now,” Akel told The Media Line. “The people are poor and when they are going to the pharmacy to buy some milk powder for their children they do not have the dollars to pay, as they are not Iranians and not Hezbollah activists. Hezbollah also had to cut the salaries for its own fighters, but still they are the only ones who have the money. So, there is a class struggle between the rich who are close to Hezbollah’s plate, and those who are lacking everything.”

At the same time, Israeli researcher Dr. Yusri Hazran, a lecturer at the Shalem Center and a research fellow at the Harry S. Truman Institute for the Advancement of Peace at the Hebrew University of Jerusalem, says that despite the recent statements made by Aoun and Bassil, their political alliance with Hezbollah is not over yet.

“The elections are coming up, therefore it’s hard to believe that the words will annul political loyalties and alliances. Also, Hezbollah is not really a part of the traditional Lebanese elites that are to blame for the current economic crisis. That’s the image that the group wants to promote,” Hazran told The Media Line. He added that Hezbollah is determined to prevent a rift with the Christians, which would explain the “limited and measured reaction after the shoot-up in Beirut” on October 14 in which seven people were killed during a protest organized by Shiite groups Amal and Hezbollah to demand the removal of Tarek Bitar, the judge who is investigating the 2020 blast in Beirut. Hezbollah blamed the troops of Lebanese Forces Commander Samir Geagea for the deaths.

“Hezbollah is not interested in igniting a civil war in Lebanon, neither do they want responsibility for a failed state,” Hazran said.

For years Hezbollah relied on the socioeconomic structures that it created in Shia-populated areas in order to increase its popularity and support among its poor and deprived base. Charities, free clinics and educational facilities for children were created in places that had been neglected by state authorities for many years. It gave small loans through its financial arm, Al-Qard al-Hassan, and as the economic crisis became worse it made help available to other communities and not only to Shiites. However, lately, the harsh economic realities in both Iran and Syria and the push by the United States against the group in South America have created a cash problem for Hezbollah. Some question whether the movement will be able to continue operating its many socioeconomic services to maintain its popular support.

“Lebanon needs seven oil tankers every 10 days. We are talking 30 tankers per month. Nasrallah brought one,” said Akel, who is based in Paris and closely follows developments in Lebanon. Akel says that the group no longer has at its disposal the sums of money that it used to enjoy before.

Levanoni says that for now, the socioeconomic structures are still holding.

“Hezbollah heavily relies on the illicit economy, namely the drug operation that they are running together with the Syrians. So those who are close to Hezbollah do enjoy some aid, including fuel for generators and subsidized drugs, loans, etc. Of course, these measures won’t solve the problem entirely and the situation is very grave,” he said.

The experts are pessimistic about a possible change in the political equation in Lebanon.

“Who can perform a revolution? Only a person who had breakfast that day. I will be very surprised if the current developments will change the situation significantly. Hezbollah is losing support, but for now, it’s not enough to squeeze it out,” said Levanoni.

Meanwhile, Akel, as well as many people in Lebanon, feel that the recent statements by Aoun and his son-in-law were merely an act of hypocrisy.

Jonathan Spyer, an author and Mideast analyst who is a fellow at the American think tank Middle East Forum, believes that Aoun’s statements were indeed significant, even if no immediate confrontation follows.

“The Islamic Revolutionary Guard Corps’ strategy of implanting ‘Hezbollah’s’ in Arab countries has the flaw that it tends to produce social and economic failure. This is most apparent in Lebanon right now and Aoun is clearly trying to offer a counter-trend to this, advocating repair of relations with Gulf Cooperation Council states. At the same time, neither Aoun nor others not allied with Hezbollah forces cannot and will not offer a frontal challenge to its core strategic path regarding its function as an element of Iranian regional strategy,” Spyer told the Media Line.

For now, the parliamentary elections in Lebanon that are scheduled for next year will be the first vote since the popular protests were launched in 2019. Currently, there is little certainty that they will take place as planned and that the Lebanese who are tired of a failing economy and endless fights between corrupt politicians will be able to cast their votes and choose a better future.

Presumably, Iran is also reluctant to back progress in Lebanon’s negotiations with Israel in light of its attempts to renew the nuclear agreement with world powers and impending June presidential elections.

What is more, a somewhat noisy dispute has erupted in recent weeks between Lebanon and Syria over their maritime border. While the dispute is not new and has included appeals to the UN by both sides laying out conflicting interpretations of their rights, the issue has escalated recently over Syria’s contract with a Russian firm on oil and gas survey activities in an area Lebanon claims as part of its economic waters. The dispute has generated criticism of Syria in Lebanon and the foreign minister has insisted on negotiations with Damascus on the matter.

Some two weeks ago, Syrian President Bashar Assad reportedly called President Aoun to complain about the Lebanese criticism of his country. Given current circumstances, Lebanon prefers a “tough patriotic” stand vis-à-vis Israel than against Syria, especially since Russia has taken de facto control in recent years of energy rights in Syrian economic waters (and on land, too).

What does this all mean for Lebanese-Israeli negotiations? Is agreement between the sides still possible? Perhaps. An agreement remains of vital interest, especially for Lebanon. After all, Israel is already enjoying the economic and diplomatic fruit of the natural gas discovered in its waters, while Lebanon is facing a disastrous economic crisis. The latest confrontational move complicates things, but Lebanon might also see it as enhancing its room for maneuver in the no-holds-barred poker game with Israel.

Now, more than ever, US mediation must be restored in order to bring both sides into a more constructive framework. The Biden administration has already adopted an entirely different approach to foreign policy, prompted by its inward domestic focus. Renewing the shuttle diplomacy between Jerusalem and Beirut is vitally important in order to avoid severing all contact and exacerbating tensions and, of course, in order to renew discussions albeit under less convenient and more challenging circumstances. But is this not the secret magic of negotiations?

Negotiations on marking the Israel-Lebanon maritime border began on October 14 under unique circumstances, against the backdrop of the unprecedented economic and political crisis in Lebanon. US-mediated contacts between the two sides have been under way for several years. A year ago, reports emerged about imminent agreement on the maritime borders, only to be proven unsubstantiated. Given the deep crisis in Lebanon, which has been unable to establish a new government following the Beirut port explosion, the relevant players including Hezbollah have now realized that talks must be renewed and an intensive effort must be made to reach agreements. This would convey a vital and positive message given Lebanon’s collapsing economy, although clearly it would take quite a few years before Lebanon could reap the benefits of maritime gas reserves in the currently contested area. For now, the coronavirus and its impact on the global energy market have put a dent in gas exploration investment in the region.

The main obstacle to an Israeli-Lebanese agreement has almost always stemmed from Lebanon’s complex political arena with its multiplicity of domestic and foreign players. However, the Lebanese now understand that resolving the dispute with Israel is vital to tapping the energy potential of their economic waters, allowing international energy companies to proceed with gas exploration plans, specifically in the area known as Block 9 adjacent to the contested waters. Given Lebanon’s current severe crisis, conditions are ripe to achieve agreement. The September 2020 signing of the Eastern Mediterranean Gas Forum (EMGF) charter likely also made it clear to Lebanon – which is not a forum member – how far behind it is compared to the other states of the region, intensifying its desire to move ahead. Parliament Speaker Nabih Berri, a figure acceptable to all sides especially Hezbollah, is leading the negotiating process for Lebanon.

The Americans have in the past presented the sides with an informal proposal for resolution of the maritime dispute, which Israel agreed to accept, but to which Lebanon did not respond. According to various reports at the time, the proposal favored the Lebanese side in suggesting that more than 50 percent of the disputed area be recognized as belonging to Lebanon. The importance of an agreement for Israel, even if it means even greater concessions in the upcoming negotiations, would be to defuse an explosive issue in relations with its northern neighbor. It would convey a positive message to its partners in the Mediterranean Basin, although Lebanon is not expected to join the EMGF immediately even if agreement with Israel is reached.

Despite reports of imminent negotiations, it is too early to pop open the champagne. Negotiations by their very nature are rarely straightforward even if the current circumstances appear promising. What is more, Lebanon is crippled by its fragmentation and abundant and harmful foreign influences. Nonetheless, the proactive US mediation and involvement of Secretary of State Pompeo are encouraging. The timing of the negotiations, on the eve of US presidential elections, would also be advantageous to the Trump Administration, especially if significant progress is achieved in the coming month. Lebanon had consistently demanded UN involvement in the mediation, while Israel only wanted American involvement. The eventual decision to hold the talks at UN headquarters in Naqura appears satisfactory to both sides.

It is essential to keep in mind at this point that the negotiations relate only to the maritime border, nothing else. Neither side intends to discuss land border disputes or additional issues. Nor are these talks linked to Israel’s recently signed agreements with the UAE and Bahrain, and obviously not to an Israel-Lebanon peace accord. Israel would do well to avoid referring to such prospects that would only complicate matters for the Lebanese players and intensify domestic and external pressures to avoid agreement with the “Zionist entity”.

These developments are not directly related to the growing tensions in the eastern Mediterranean. Lebanon (and Israel) has always wanted to resolve the maritime border issue. Nonetheless progress on the Israel-Lebanon front would likely have a positive effect on the climate in the region and could help efforts to ease Greek-Turkish tensions. Turkey is presumably closely monitoring these “winds of reconciliation”, given its growing involvement in Lebanon in recent years, and examining the possible implications for its interests.

Thus, while discussion of peace is not on the agenda, a successful conclusion of the Israel-Lebanon negotiations is important. To that end, Israel would be wise to focus on professional energy discussions with Lebanon, in which agreement seems feasible, and avoid imbuing the talks with broader diplomatic dimensions as some political elements may be interested in doing.

Other ministers, government agencies and non-governmental organizations followed suit, and managed to inject significant and diverse content into the emerging alliance. Over the time, the US also stepped in and began to participate in Israel-Greece-Cyprus meetings. The alliance was presented to the public in a positive light. A special logo was designed, which included a motto emphasizing the democratic natures of the three countries. The EU seemed to welcome this new alliance, and was willing to help fund the feasibility study of the ambitious East Med pipeline project (aimed at exporting gas from Israel, through

The cooperation around natural gas brought additional countries into the picture, leading to the establishment in Cairo of the Eastern Mediterranean Gas Forum (EMGF) in early 2019. The EMGF, which in early 2020 is evolving into a recognized international organization, enables Israel to be part of a regional mechanism with a unique composition of Arab and European states. Apart from Israel, its members include the Palestinian Authority, Egypt, Jordan, Italy, Cyprus and Greece. Recently, France also asked to join, while the US, EU and World Bank serve as observers. Such an organization provides Israel with both diplomatic and economic opportunities.

Israel can benefit from even more inclusive mechanisms and cooperation in the Eastern Mediterranean. From the onset of its engagement in this sub-region, Israel emphasized that its emerging alliances are not intended against any other country. Namely, Israel’s ties with Greece and Cyprus have not been described by Israel as anti-Turkish. When Israel reconciled with Turkey in 2016 (an agreement that did not hold for long), it did so in parallel to its ties with Egypt and the Hellenic countries, which have deep conflicts of their own with Turkey. Israel began to practice a win-win regional diplomacy that is different from its traditional zero-sum mindset. Recently, however, Israel has been taking sides in the tensions in the Mediterranean, supporting Greece and Cyprus against Turkish actions and aspirations. Nevertheless, Turkey has strategic importance for Israel, and both countries should invest efforts in improving bilateral ties, starting with an exchange of ambassadors. Israel may thus benefit from having Turkey join the EMGF, although this is not likely to be accepted by other members. Israel can also benefit from Lebanon joining. The US has been trying to mediate between Israel and Lebanon, so they can resolve their maritime border dispute, but this did not yield success yet. Joint membership of the two countries in a regional organization may help in setting up new dialogue options.

But, most importantly, Israel should leverage developments in the Eastern Mediterranean to help it solve the conflict with the Palestinians. Restarting the peace process – not annexation in the West Bank – should be the top priority of Israel’s new government, and the Mediterranean lens can enable fresh thinking and ideas on how to improve humanitarian conditions in Gaza, reestablish a unified political structure that connects the Gaza Strip and the West Bank, and leverage the EMGF to becoming a regional mechanism that also produces positive incentives for Israeli-Palestinian peace and contributes to conflict resolution in the region.

The annual commemoration of the UN’s vote on 29 November 1947 for the partition plan provides an opportunity for the Palestinian Foreign Service and the Palestinian President to shine a global spotlight on the current condition of their people and the challenges they face. Unable to realize their national aspirations for statehood, the Palestinians view their presence on international stages as vital to their cause.

One of the Palestinian national movement’s greatest achievements under Mahmoud Abbas (Abu Mazen) was its November 2012 recognition as a UN General Assembly observer state, a significant step in its quest for international legitimacy and struggle for statehood. That journey began with the 1964 founding of the PLO-led Palestinian Foreign Service as a central strategic goal, to both improve the terrorist organization’s image and mobilize global support for what the PLO regarded as the Palestinian people’s government in exile. One of the PLO’s first steps was to establish ties with the Arab world.

The PLO has declared the establishment of a Palestinian state twice, once by Yasser Arafat in Tunis in November 1988 and again by Palestinian Authority (PA) President and PLO Chair Abbas in November 2013. The Palestinians also developed a worldwide foreign service with representative offices in 95 states, as of 2017. Yet, the PA continues to conduct itself as a non-state body and its PLO-led diplomatic activity has failed to break through the freeze in the peace process with Israel, while its many offices around the world are often only of symbolic value.

After the PA’s establishment, and due to the centralized nature of the Palestinian regime, the PLO’s Foreign Service did not take part in negotiations with Israel, focusing instead on creating a favorable international climate for the Palestinian issue and seeking to advance the Palestinian cause vis-à-vis governments and civil society around the world.

In a strategic shift, Abbas sought to rectify Arafat’s mistakes, turning the Palestinian struggle from an armed campaign into a diplomatic one. Abbas realized that armed struggle was ineffective and that masked weapons-toting Palestinians do not generate sympathy in the West. He also realized that despite European recognition, most states did not conduct full diplomatic relations with the PA and that absent broad European support, the idea of establishing a Palestinian state was not feasible. The diplomatic measures he led raised hope among the PLO leadership of change in the Palestinians’ international standing, but the diplomatic path yielded limited results. Under Abbas’ stewardship, the PA joined Unaffiliated organizations and was recognized as a state by a number of additional European states, but its standing remained essentially unchanged.

Diplomatic ties between the PA and Israel have been frozen since Netanyahu assumed power in 2009. The last significant negotiations took place between Abbas and Olmert during the Annapolis process. The Palestinian issue has since been marginalized, mainly due to Netanyahu’s insistence on preserving the status quo and the regional tumult following the Arab Spring – political instability in Egypt, civil war in Syria and the war against ISIS. Trump’s rise to power, overturning the Obama Administration’s progressive foreign policy, did not augur well for the Palestinians.

Trump’s initial steps signaled support for an iron wall between the US and the Arab world, with a ban on entry visas for residents of Syria, Iraq, Lebanon, Sudan, Yemen and Somalia. Because of his positive declarations on Israeli construction in the West Bank, relocation of the US Embassy to Jerusalem and closure of the PLO office in Washington, the PA no longer viewed the US as an honest broker. The PA sought an alternative axis with Moscow, asking Putin and the Russian Foreign Ministry to assume a bigger role in mediation between the sides. In his most recent UNGA speech in September 2019, Abbas revealed that Russia had made three attempts to revive the peace process, but Israel had rejected them. The PLO-Russia rapprochement has significant historic precedent. In addition to ideological-historic affinity of the socialist and Marxist factions within the PLO, Abbas himself was close to the Russian regime for many years.

With the PA seeking closer ties to Russia, the US sought a new axis with the Gulf States. Lack of stability in the Arab republics along with Iran’s growing power and deepening involvement in the civil wars in Syria and Yemen, prompted the Gulf States, chiefly Saudi Arabia, to tighten relations with the US in a bid to ensure their defense. The fact that Trump, like the Gulf States, opposed the Iran nuclear deal bolstered this trend. Many among the younger generation in the Gulf view the Palestinian issue as a historic obstacle and lip service they must pay for the sake of pan-Arabism. They express willingness to advance ties with Israel, over the heads of the Palestinians, in order to promote their defense interests. Nonetheless, the freeze in the peace process clearly limits their room for maneuver, as well as Israel’s.

In recent years, the Trump Administration has been trying to formulate a peace vision, which it has yet to unveil but is known to center around the concept that advancing economic peace would engender a diplomatic process. The Palestinians, Russia and China boycotted the economic workshop that the US held in Bahrain earlier this year; Israeli officials were absent, too, and the gathering does not seem to have achieved any progress.

The PA’s greatest fear is loss of the historic safety net that the Arab world has provided the Palestinians since 1948. Prior to the 1990s peace process, this safety net helped the Palestinians reject conciliation attempts in the Israeli-Palestinian conflict. In the 1990s, the Palestinians used Arab support to boost the legitimacy of negotiations with Israel. However, the climate of normalization between Israel and the Arab world emerging in recent years – not only in clandestine meetings of leaders and brief handshakes at international fora, but also fostered by leading bloggers and media personalities on social media, confronts the Palestinians with a diplomatic nightmare.

Clerics from Bahrain and bloggers from Saudi Arabia and other Gulf States have already visited Tel Aviv and Jerusalem. If a pro-peace government is installed in Israel, the PA will no longer have to fear a rapprochement between Israel and certain Sunni states, viewing it instead as a confidence building measure toward renewed Israeli-Palestinian negotiations as part of a multi-channel regional process.

This significant development is the latest element in the diplomatic and energy-related shifts taking place in the Eastern Mediterranean in recent years, and several points should be pointed out in this regard.

A. Lebanon, it appears, understands the need to accelerate progress in the energy context if it wants to fulfill its economic potential, and the various actors in Lebanon that are involved in this are willing to overcome their differences to that end.

B. Cyprus is once again proving its vitality and centrality in the region. A CypriotLebanese agreement, as mentioned, would reassure energy companies and promote discussion of possible regional cooperation, which could enhance Cyprus’ position as a regional export center. After all, Lebanese-Cypriot cooperation is devoid of complex diplomatic issues for Lebanon.

C. If the trilateral summit does, in fact, take place in June, it would once again underscore the attractiveness of the tripartite alliance model taking root in the region in recent years (as attested to by the Israel-Cypriot-Greek alliance and the Egyptian-Cypriot-Greek one). In certain regards, we are witnessing a type of competition among additional elements in the region (such as Jordan and the Palestinians) seeking to join this accelerating “triangular game”, which is generating growing interest.

This is good news for Israel. A constructive Lebanese approach designed to achieve progress on the energy front is healthy. The more Lebanon moves forward with plans and agreements with neighboring states in the region, including joining the “triangular game”, the more it will have to adopt a pragmatic line toward Israel.

The regional gas forum launched in January 2019 in Cairo, which Lebanon has been invited to join but has yet to do so, could provide a framework to encourage regional cooperation, albeit not necessarily direct and bilateral. This may not lead to a speedy, formal resolution of the disagreements between Israel and Lebanon over their maritime border, but presumably, it would result in indirect and discreet understandings, for which such a framework would be particularly suited. Possible mediation by Greece and Cyprus between Israel and Lebanon, together with the UN and US, was recently reported.

Finally, the intention to achieve agreement on joint development of Lebanese and Cypriot gas reserves should encourage Israel to accelerate and complete its slow negotiations with Cyprus over a similar agreement. The first (and so far only) Cypriot gas field – Aphrodite – straddles Israel’s maritime border with Cyprus and is thus a joint field. Lack of a unitization agreement, the likes of which are common and routine in other parts of the world, conveys a negative message to the relevant international energy giants and Israeli energy firms.

The plans to export gas from this field to Egypt also require a speedy agreement. After all, it will be very difficult and unacceptable in the international business arena to promote such an export agreement without properly anchoring the issue between the two relevant states (Israel and Cyprus). This can be achieved through a specific agreement on the Aphrodite gas field or an acceptable framework agreement paving the way for relevant firms on both sides of the maritime border to calculate the percentage of each side’s ownership of the gas reservoir. Either way, Israel’s next government must act quickly to regulate this issue and fulfill the new opportunities and regional dynamics in the Eastern Mediterranean.

Capping his activity was a meeting with Russian President Putin in Moscow prior to the return of the remains of Zachary Baumel, an Israeli soldier killed in the 1982 Lebanon war. Previous election campaigns did not accord the foreign policy achievements of Israeli leaders a particularly prominent position. Netanyahu’s focus on the foreign policy arena suggests, perhaps, that the Prime Minister felt that he enjoyed limited success on other issues, such as security and the economy. There may also be a personal explanation to the focus on foreign policy in the campaign: Netanyahu rose to prominence through diplomacy, serving as Israel’s deputy chief of mission in the US, Israeli ambassador to the UN and deputy foreign minister. Moreover, his approach echoes the diplomatic style of his biological and political forefathers – the Revisionist movement in pre-state times. The movement stressed grandiose public gestures, contacts and understandings with world leaders and dramatic speeches before international fora. The Prime Minister’s diplomatic flowering occurred simultaneously with the weakening of Israel’s Ministry of Foreign Affairs during his tenure. Netanyahu greatly contributed to this weakening, refusing to appoint a full-time foreign minister and withholding support for the diplomats’ pay demands despite the strike they waged.

Netanyahu thus positioned himself as “a king-diplomat”, (a term coined by of Prof. Piki Ish-Shalom): a leader who controls the daily diplomatic agenda while bypassing the professionals and government bureaucracy. On the eve of election day, Netanyahu even boasted that Trump “gave” him the Golan Heights, as if it were a deal between two individuals rather than a diplomatic move between states. Netanyahu joins the global populist wave with a particular emphasis of his own – on the foreign relations angle.

What are the implications of this style and its success in the elections?

First, assuming that Netanyahu believes his image as an arch-diplomat helped him in the elections, we are likely to witness continued diplomatic activity on his part. In the coming months, Netanyahu will be launching the fight of his life in the face of three possible indictments on corruption charges and possibly an additional police inquiry into the affair involving Israel’s purchase of submarines from Germany and money that Netanyahu received from his American cousin. All of the above could not only end his political career, they could land him in jail. Under these circumstances, Netanyahu is likely to make an effort to boost his public image as an arch-diplomat whose incumbency is essential for the State of Israel, even at the cost of slowing, delaying, or halting the legal proceedings against him.

Netanyahu appears to have already made use of this argument in the past, albeit de facto (rather than by declaration). On March 6, 2017, during questioning by investigators of the anti-corruption police unit Lahav 433 at his official residence, Netanyahu suddenly received a call from the US President. The questioning was suspended so he could take the call, which reportedly focused on the threat from Iran. The call was presumably timed to coincide with the police questioning. Even if it was not, the message was clear: Netanyahu is essential for Israel’s foreign relations, and entrusting him with the state’s most important issues even justifies a halt to the legal proceedings against him.

Second, the current conditions in the international arena are ripe for moves that fit into Netanayhu’s agenda. Such moves could include, first and foremost, possible annexation of parts of the West Bank. The US under President Trump is less and less committed to the international liberal order. The rising power in the east, China, is committed to some aspects of the existing international order, but probably not to its liberal aspects. As a result, the post1945 norm against annexation of occupied lands is gradually eroding. The Arab world, that opposes Israeli annexation, is weak and busy with crises in various states. Europe, that voiced opposition to annexation, is torn on other, more pressing issues.

Annexation has costs. Annexing territories without granting the Palestinians basic rights will deepen the rift between Israel and significant parts of US Jewry that views political and civil equality as a fundamental feature of just politically systems. Even a more limited annexation, only of the settlement blocs, is likely to increase these tensions, albeit to a lesser degree. Such measures would have a domestic cost, too. A significant number of Israelis oppose annexation, in part, as Jews might no longer be the clear majority in the boundaries of this new “greater Israel”

Finally, even in an era of “monarchic diplomacy” with Netanyahu as its focal point, the experience and continuity provided by professional civil servants at the MFA is of invaluable importance. Israel’s national interest lies in bolstering the foreign ministry, not weakening it. Israel’s next foreign minister should be willing to stand up to the continued undermining of the ministry.

Too often, the State of Israel examines reality through riflescopes, seeking threats rather than identifying opportunities, finding partners and avoiding pitfalls and entanglement in avoidable wars. That is why, as noted in the State Comptroller’s report, Israel finds itself embroiled in endless rounds of fighting and tensions in Gaza, Lebanon and around holy sites in Jerusalem, with each round ending not far from where it began. When Israel does opt for diplomatic tools and conducts negotiations with its neighbors, security officials are usually the ones who lead the discussions. In order to seek peace and ensure a quiet, safe existence, diplomatic thinking in decision–making must assume a far greater role, as must critical public discourse on such issues. A complex diplomatic and political discourse must be promoted among the public and decision makers. It should include better understanding of the international arena based on familiarity with the views of foreign actors towards Israel

However, who many can name the director general of the Foreign Ministry or Israel’s ambassador to the UK? This example reflects the total hold security issues have on Israel’s government, Knesset and society.

Therein lies a problem. Too often, the State of Israel examines reality through riflescopes, seeking threats rather than identifying opportunities, finding partners and avoiding pitfalls and entanglement in avoidable wars. That is why, as noted in the State Comptroller’s report, Israel finds itself embroiled in endless rounds of fighting and tensions in Gaza, Lebanon and around holy sites in Jerusalem, with each round ending not far from where it began. When Israel does opt for diplomatic tools and conducts negotiations with its neighbors, security officials are usually the ones who lead the discussions.

In order to seek peace and ensure a quiet, safe existence, diplomatic thinking in decision–making must assume a far greater role, as must critical public discourse on such issues. A complex diplomatic and political discourse must be promoted among the public and decision makers. It should include better understanding of the international arena based on familiarity with the views of foreign actors towards Israel and its policies, awareness of global developments and trends, and acquaintance with the relationships among a variety of actors relevant to the scene. These goals are feasible, but require essential shifts that will empower Israel’s Foreign Service and will bring diplomatic considerations to the forefront of decision–making processes. Foreign Ministry retirees have an important role to play in promoting this.

Former diplomats could contribute significantly to Israeli society in terms of bolstering public discourse on diplomacy and foreign policy. Foreign Ministry veterans who go into retirement take with them dozens of years of experience, diplomatic skills, knowledge of various countries and organizations, intricate networks of social ties around the world, analytic capacity and deep understanding of the international arena and of Israel’s place among the nations. They know how to explain foreign affairs to the public and to raise foreign policy issues on the agenda, to support or criticize Israeli policy and propose alternatives freed of the shackles of government service, to explain the world to Israelis and explain Israel to the world (should they want to do so).

Foreign Service retirees in other countries enjoy significant appreciation, retain knowledge and prestige, are courted by various organizations, and integrate into key positions in society. They are often involved in local and national politics, and assume roles as directors of large global corporations, lecturers in academia, researchers at institutes, central activists in civil society and key media figures. Their contribution to shaping public discourse is significant. Not so in Israel. The Foreign Ministry has excellent staff, but once diplomats retire, they do not have representation commensurate with their skills and abilities in the political, cultural, academic or business arena. While some Foreign Ministry veterans find their way into academia, civil society or boards of directors, it is not a systematic course; it is unstructured and unguided by a support network, relying instead on personal motivation and ability. Sadly, the valuable experience of Israeli Foreign Ministry retirees goes down the drain.

Many obstacles stand in the way of former Israeli diplomats’ contribution to public discourse and integration in key roles. The decline in the prestige of the Foreign Ministry, a relatively late retirement age, inability to take a leave of absence during one’s career and return to the Foreign Service, lack of regional expertise, are just some of the central challenges that must be met in order to allow former diplomats to contribute their share. This would require strengthening the Foreign Ministry and restoring its prestige and power along with the power and prestige of its staff. The mobility of Foreign Ministry staff could be increased to allow them to leave the service for a while and accrue professional experience in other organizations, which would provide them with a diverse network of contacts ahead of their retirement. Regional expertise can be encouraged within the Foreign Ministry, and the retirement age could be lowered. Structured contact between the ministry and its former staff should be encouraged through periodic updates, consultations and learning, and joint mechanisms should ensure the rights of retirees and prepare them for retirement.

Obviously, the retirees themselves must have a role in improving their lot. They must take the initiative and try to integrate into the public and governance arena, deliver lectures to different audiences, contribute their analyses through the media and be active on social media. They can also provide briefings for Members of Knesset and participate in discussions held by Knesset committees and caucuses, place their experience at the disposal of local government, take part in public discussion without fear of expressing their views, and integrate into civil society and business.

Israeli society has an interest in repairing the structural, organizational and political flaws that currently impede Foreign Ministry retirees in contributing their experience, training, knowledge and varied capabilities to the public discourse. Foreign Ministry retirees have the tools to enable Israeli society to examine the diplomatic angle, too, when trying to understand reality, analyze it and decide how to act. It is important that we hear them. It is important that they not only be former diplomats but remain key figures in Israeli society.

As the Purim holiday arrives, many are looking forward to a break from the country’s exhausting election cycle. But for Prime Minister Netanyahu, Wednesday evening was an opportunity to reinforce his position as Israel’s leading statesmen. Hosting the 6th trilateral summit between Israel, Greece, and Cyprus, Netanyahu hoped special guest US Secretary of State Mike Pompeo would deliver a strong showing of support for the embattled premier and his regional energy aspirations.

Significant regional developments have transpired since the last summit. In January 2019, Cypriot, Egyptian, Greek, Israeli, Italian, Jordanian and Palestinian Ministers of Energy met in Cairo with the intention of establishing the East Med Gas Forum, an institution for regional energy cooperation. Coincidentally, the forum’s optimism was rewarded in recent weeks as major discoveries were made off the coasts of Cyprus and Egypt. Exxon Mobil is reportedly considering future exploration in Israel’s waters.

From the outside looking in, there is much to celebrate. But the summit was scheduled (notso-coincidentally) just three weeks before Israel’s national elections. Indicted by the Attorney General and challenged by an up-and-coming party of former IDF chiefs of staff, Netanyahu is pursuing every possible avenue that guarantees his political survival. For this reason, the summit was little more than a photo op, a moment for Israel’s premier to don the costume he has become so accustomed to wearing on the international stage and to smile once more with other world leaders. The pending visit of Brazilian President Jair Bolsonaro and Netanyahu’s trip to AIPAC and the White House fit this all-too-familiar theme.

Pompeo’s support for the Israeli-Hellenic partnership shouldn’t be overlooked. The reduced presence of the US Sixth Fleet – for decades, a stabilizing security presence in the Eastern Mediterranean – coincided with increased maritime tensions across the region. In America’s place, Russia and Iran have become increasingly involved in regional affairs. Turkey, a longtime US ally and NATO member, seems shifting in a different direction as is frequently at odds with the White House. But by and large, Eastern Mediterranean states seek American engagement and leadership. Viewed in concert with Ambassador David Friedman’s presence at last December’s trilateral summit in Beer Sheba, the presence of the US deputy secretary of energy at East Med Gas Forum summit, and efforts by the US State Department in 2018 to bridge the divide between Israeli and Lebanese maritime claims, Washington is reinvesting capital in the Eastern Mediterranean – specifically through its support of developing regional alliances like the one between Israel, Greece, and Cyprus – for the first time in the Trump administration.

During the joint press statement, all four leaders spoke optimistically about the prospects of an EastMed pipeline, a potential 2,000 kilometer undersea pipeline that would run from Israel and Cyprus via Greece to Italy. “If we do this right,” Pompeo said, “we will attract the investment that will maximize these resources.” Nevertheless, current trends in the global energy market and the estimated costs of the project (7 billion euro) strongly indicate that the EastMed pipeline is more a political enterprise than a realistic export option. For the project to become a reality it requires both commercial and technical viability. The EU, currently investigating the feasibility of the project, is supportive but skeptical. Italy appears to be having second thoughts. And as of today, there is no international oil company or investor that has expressed interest in the task. As proven during the Obama years – when heavy US investment in regional energy diplomacy produced finite results –there are likely limitations to what the Trump administration can deliver.

In other words, the key to regional energy cooperation does not lie outside the Eastern Mediterranean. Efforts should be made to craft a more localized and sustainable energy policy, one that understands the limitations of the energy market and the capabilities of the involved parties. Specifically, this should manifest itself in continued partnership with Greece and Cyprus, but also with Egypt, whose existing infrastructure could service the flow of natural gas from multiple states.

Ancillary support from the US and the EU should be welcomed as a vital component to advancing a multinational framework for cooperation. In particular, continued mediation of Israeli-Lebanese and Turkish-Cypriot maritime boundary disputes, contribution to the process of incorporating the Palestinians within the regional energy network, and consultation during the development of mechanisms for regional cooperation would each play an important role in strengthening the building blocks that are currently in place. Israel’s interests are always served best when it capitalizes on American and European support, and utilizes that support in the most effective manner.

Just because the future isn’t likely to include the EastMed pipeline doesn’t mean that the Israeli-Hellenic partnership should squander the goodwill and shared interests that were forged over the course of the last decade. Energy security cooperation will remain a critical part of the trilateral relationship, and together these states can take a leading role in the future of regional energy cooperation through platforms like the East Med Gas Forum. But there are a host of other regional endeavors, including the areas of tourism, relief, cybersecurity, environmental protection, and the strengthening of democratic institutions (to name a few) that all three parties should continue to encourage as well. Committing resources in order to maximize the secondary gains of this “energy-first” relationship can provide long-term benefits well after the offshore reserves have dried up.

After six consecutive years of meetings, Pompeo’s participation at this week’s summit was a welcome blessing to the Israeli-Hellenic partnership. However, the parties must remain realistic about the opportunities for cooperation in the Eastern Mediterranean and the risks of overstating their commitment to a flawed pipeline project with so many question marks. Considering the transformative progress that has been made thus far, the focus should remain on long-term, meaningful growth over short-term gains.

An analysis of the treaty reveals that there are at least ten components that have ensured stability over the years: First and foremost, peace has never been in danger. Although Egypt has recalled its ambassador to Cairo several times during periods of crisis (such as the 1982 Lebanon War, the 2000 Al-Aqsa, or Second Intifada, etc.), it has never severed diplomatic relations, suspended or canceled peace. Even during the rule of the Muslim Brotherhood under Muhammad Morsi (2013-2012), Israel received clear signals that the agreement was not in danger.

Second, Egypt has always respected military agreements. Even when the number of Egyptian troops deployed in the Sinai violated the treaty, it was done with Israel’s permission. Third, the embassies, consulates and academic center continued to function even in periods of crisis (such as after the attack on the embassy in Cairo and its evacuation in September 2011). Fourth, Israeli ships sail through the Suez Canal. Fifth, the economic boycott of Israel was formally lifted. Sixth, Egypt is doing its best to prevent infiltrations or terrorist attacks from its territory into Israel. Seventh, between the countries, there are air, sea and land links. Eighth, there is minimal trade, which increased after the signing of the Qualified Industrial Zone in 2004. The $15 billion agreement to supply Israeli gas to Egypt over 10 years gave the commercial-economic relations a boost as well. However, the large gas reserves that Egypt recently found in its territory raises questions regarding the implementation of the agreement. In any event, Egypt recently established the Eastern Mediterranean Gas Forum with the participation of Israel.

Ninth, there is security and intelligence cooperation, which was strengthened after Egyptian President Abdel Fattah el-Sisi rose to power in 2013. Indeed, Sisi has recently confirmed that Israel is assisting Egypt in various ways in its war against jihadist Islamic organizations in the Sinai. The two countries also maintain dialogue and coordination on Gaza and the Hamas regime. In fact, the security coordination with Israel’s security and intelligence officials can be defined as “warm”. Finally, Israel and the Jewish organizations in the US lobbied Congress to ensure the continuation of the military aid to Egypt.

In contrast, the peace agreement suffers from several basic weaknesses: First, the hostile media attacks against Israel and its policies (which is legitimate in itself) sometimes reveal an anti-Semitic tone. TV series broadcast during Ramadan often recite negative stereotypes of Jew. The state, which controls media outlets, can prevent – or reduce – the frequency of these broadcasts, but it refrains from doing so in order to allow steam to be used against Israel instead of the regime. Second, the Egyptian parliament, trade unions and academia oppose any signs of normalization with Israel. For example, MP Tawfiq Okasha was expelled from parliament after meeting with Israeli Ambassador Haim Koren. Although there is an academic center in Cairo, there is no academic cooperation between Israeli and Egyptian universities. Moreover, there are 13 departments that teach Hebrew and Judaism in Egyptian universities, but except for occasional visits to the academic center for learning purposes, there is no institutional connection.

Third, most of the intellectuals in Egypt, regardless of their political or religious affiliation, vehemently criticize Israel. Over the years, there were some courageous intellectuals – such as Lutfi al-Khuli, Ali Salem and Saad Eddin Ibrahim – who were part of the Egyptian peace movement and even visited Israel. But they were harshly criticized. Fourth, Egypt indeed allows its citizens to visit Israel, but in practice it piles up many hurdles. Citizens who want to visit Israel are required to obtain special security permission. Finally, the Egyptian educational system continues to teach content that enhances the negative image of Jews and Israelis. Although the peace treaty was introduced into textbooks – which show that Israel is formally recognized – the historical narrative does not legitimize Israel’s existence, and its citizens are generally described negatively.

This analysis shows that if we use the metaphor of temperature to evaluate peace between Israel and Egypt, in certain areas, such as security and intelligence, we have “warm” peace. But in other areas, such as media, education, academia and civil society, peace is still “cold”. On balance, peace with Egypt can be described as “tepid.” However, if peace is measured by its degree of stability, it is far from being fragile. The hostility between Egypt and Israel – which included no less than five wars – prevailed for 25 years (1948-1973), whereas peace has existed for 40 years. Moreover, an in-depth examination of Egypt’s economic and social problems, especially the problems arising from its demographic growth (Egypt has a population of almost 100 million) prevent Egypt from seriously considering a war against Israel. In this respect, peace is not only an Egyptian need, but a necessity. This is therefore a durable and stable peace, even if it is mild in terms of temperature.

What else can be done to “warm up” peace? Israel must solve the Palestinian problem (which is in its interest anyway), so that the Egyptian regime and the public will not feel guilty about abandoning the Palestinian cause. Egypt, for its part, should deepen the foundations of peace through the media and education. Both countries should make increased use of their foreign offices – and not rely on the security and intelligence apparatuses – to deepen cooperation on the diplomatic and civic levels as well. The chances that such things will happen are not great, but it remains to be hoped that by the 50th anniversary of the peace agreement, we will see further improvement in Israeli-Egyptian relations.

It was also decided that the forum is open to accept additional countries, insofar as they accept the its governing rules. Obviously, the message addresses the two absentees from the forum – Turkey, which sees the new forum as a confrontational act (considering that some of the member countries are in various levels of conflict with Turkey); and Lebanon, which presumably could not allow itself to participate in a forum that also includes Israel, even though potentially natural gas (and possibly oil) could be found in its economic waters as well. The presence of the US Deputy Secretary of Energy at the Cairo meeting was important, as it could be interpreted as American support of the new forum and of the cooperation that is taking shape in the Eastern Mediterranean.

The main beneficiaries of the new forum are of course the seven members. However, some countries are expected to benefit from it in particular:

Egypt: The kick-off meeting was held in Cairo. Egypt will serve as the Chair of the forum and will also host its headquarters. Thus, Egypt has established its central geo-strategic standing in the region, both as an energy producer (with known reserves) and as a leading political player. It may restore, even slightly, its regional standing, which has been significantly eroded since the events of the Arab Spring.

Cyprus: Cyprus has been long aspiring for a regional forum that emphasizes the need to respect the rights to natural resources of its members, pursuant to international law. The forum may provide significant backing for its political and energy-related positions vis-à-vis Turkey, including a kind of “defense shield” against confrontational actions on the part of Ankara. The Egyptian leadership of the forum is convenient for Cyprus (as well as for Greece), although along the way there may be conflicts of interest over the vision of the East Med pipeline, which currently does not include Egypt.

The Palestinian Authority: It may be assumed that the Palestinian Authoirty was invited to the forum by Egypt, with the intention to convey Cairo’s continued support for the Palestinian issue. By so doing, Egypt addressed the Egyptian public opinion, as well as to the rest of the Arab world. Moreover, having the Gaza Marine gas field off the coast of the Gaza Strip, the Palestinian Authority also has practical relevance to the regional natural gas market. The new forum should explore whether it can leverage the potential embedded in this gas field also for the benefit of the Palestinians.

Israel: From Israel’s point of view, this is a very important and positive development, that brings along the opportunity to take a leading role in a regional forum, bringing together both Arab countries and the Palestinians. Israel has been hoping for a regional forum such as this one, which is a political and economic dividend deriving from the gas reservoirs found in Israel’s economic waters. The underlying reason for the Egyptian leadership of the forum is the convergence of interests between Israel and Egypt in recent years, and in any event, considering the complex regional circumstances, only Egypt could sponsor such a project and make it happen. Being backed by such a forum, it would possibly be easier for the Egyptian government to deal with domestic as well as regional criticism and resistance regarding gas import from Israel. It is possible that in the future, conflicts of interest will emerge between the member countries and it would be difficult for Israel to maneuver in terms of export destinations or to maintain its status as a regional energy hub. However, it appears that the advantages clearly outweigh the disadvantages.

The US: This forum is a structure that well serves US interests, despite its not being a member. The member countries have close relations with Washington and would like to see an effective American involvement in the region, even in the context of natural gas. It will be particularly interesting to observe Russia’s reaction to the forum, since it is a major player in the global energy sector and a global power that is back in the region (from which the US is gradually withdrawing).

It is still too early to say whether the new forum will succeed in playing an important role in the region and beyond, both politically and with regard to the energy sector. However, it is a structure that provides the framework for potential regional cooperation, and for the time being it seems that the member countries have strong shared interests to make it a success.

In the past few weeks it seems that Arab and Muslim countries have been competing with each other over Israel. Later, Chad’s president arrived in Israel for a visit, during which Netanyahu revealed that Sudan and Bahrain are about to upgrade their relations with Israel as well.

It is difficult to follow the rapid developments and to understand the connection, if there is any, between the various developments taking place throughout the Middle East and Africa. What we are witnessing is the fruition of seeds sown more than a decade ago, when prime minister Ariel Sharon instructed Mossad chief Meir Dagan to seek ways to strengthen ties with Sunni Arab states that did not have diplomatic relations with Israel. The goal was to create a joint front against Shi’ite Iran that seeks to develop nuclear weapons. The American invasion of Iraq in April 2003, which overthrew Saddam Hussein and brought a new Shi’ite regime to power, changed the balance of power in favor of Iran and against the Gulf states.

The regional change was particularly noticeable during the Second Lebanon War in the summer of 2006, when the Sunni Arab states in the Gulf, Jordan and Egypt verbally attacked the Shi’ite Iranian-led Hezbollah organization. Thus, these countries informally stood by Israel during that war. The ties the Mossad started weaving back then continued during the term of prime minister Ehud Olmert who, according to foreign sources, met a senior Saudi official in Jordan in 2006. WikiLeaks documents dating from 2008-2009 show that Mossad and Foreign Ministry officials met with senior officials from the Gulf states, such as Oman and Bahrain, and possibly from other countries too.

The Arab Spring revolutions that broke out in December 2010 in Tunisia brought about the overthrow of regimes and triggered civil wars. They created chaos in an area that was wellserving the supporters of radical Islam, such as al-Qaeda and ISIS. Once the regime in Egypt was stabilized in June 2013, President Abdel Fattah al-Sisi did not hesitate to seek Israel’s assistance in his war against terrorism in Sinai, whether by obtaining permission to increase the Egyptian military force in Sinai, by exchanging intelligence information, or by using Israeli drones. The Jordanian regime, which survived the turmoil, was also assisted by Israel in various ways to confront internal and external threats. The nuclear agreement with Iran, signed during Obama’s presidency (in July 2015) by the permanent members of the UN Security Council and Germany, gave further impetus to the informal alliance between Israel and the Sunni Arab states. All the countries threatened by Iran found themselves in the same boat with Israel, which turned out to be the one representing their interests around the world, including in the US Congress.

The beginning of the Trump administration in January 2017 marked a significant policy change toward Saudi Arabia and Egypt, and gave a tailwind to the unwritten alliance that had developed between Israel and the Sunni Arab states since the mid-2000s. Moreover, the positive attitude towards Netanyahu in Washington, improved Israel’s prestige in many capitals in the region.

One of the main reasons for Israel’s success in creating alliances in the region – starting with the Kurds, through the periphery alliance with Iran, Turkey and Ethiopia in the 1960s – was its ability to use the influence of the Jewish lobby. Even though using this channel was not always successful, Israel’s image as having political clout in the US achieved its goal. We can safely assume that this consideration played an important role in the decision of Oman, Chad and Sudan to improve ties with Israel. Omar al-Bashir, the president of Sudan, for example, has been trying for years to remove his country from the list of countries supporting terrorism, and to this end has disengaged from Iran and sent troops to help the Saudis in Yemen. Already in 2016, there were first reports that Israel was lobbying the US and European countries to help the regime in Sudan.

The outcome of these developments was the creation of an opportunity to maintain clandestine contacts, and more recently, even overt, with the Sunni Arab states. Three reasons can explain the current timing: First, most Arab countries are preoccupied with domestic problems that require Israeli security and intelligence assistance or help with reaching out to the US. Second, the Arab states realize that the efforts to resolve the IsraeliPalestinian conflict are stalled. In other words, not only the Israelis, who are led by an extreme right-wing government, do not show any will to promote peace. The Palestinians, who are seeing the end of Mahmoud Abbas’ rule and the cleavage between the Palestinian Authority and Hamas, do not want – nor can – to advance a political process. This understanding made everyone realize that whatever the opportunities currently are, they should be exhausted.

Finally, the domino effect may also have played a role. Just as the revolution in Tunisia created a ripple effect in other Arab countries, the courage of one Arab leader to take action encouraged others to follow suit. In other words, when the Arab public is preoccupied with mundane problems, they may be less inclined to deal with breaking the taboo on overt relations with Israel. However, everyone – politicians on the Arab side and academics on both sides of the divide – agree that the establishment of diplomatic relations with the Arab states will have to wait for a solution of the conflict with the Palestinians, or at least for significant progress towards its resolution. It is possible that this logic is less valid for Muslim countries in Africa and Asia, but only time will tell. The fact that Saudi Arabia recently denied a visa to Israeli chess players – resulting in the transfer of the tournament to Russia – is an indication of the difficulties of normalizing relations overtly.

Ironically and paradoxically, the Arab Spring that led to chaos in the Arab world led to a spring in Israel’s relations with Arab and Muslim countries. It should be emphasized, however, that this positive development was not the result of a coherent policy of Netanyahu’s government, but rather of regional and global processes that the government neither controls nor influences. Netanyahu can boast that he achieved all this without dismantling the settlements or giving up Israeli land, but in fact, he was simply in the right place at the right time to rake in political and diplomatic capital.

The possibility that the “new” Syria might become a federation (similarly to Iraq) has not yet been ruled out, but even if it materializes, Syria’s boundaries will not change. Internal importance aside, the recent developments in Syria enfold much more far-reaching, familiar implications, specifically that the Arab state in the Middle East has proven to be much more cohesive and resilient than many believed.

Not so long ago in 2016, the centennial “festivities” commemorating the Sykes-Picot Agreement of 1916 were accompanied by the assessment that the days of many Arab states are numbered and that the events of the Arab Spring and their outcomes – including the declaration of the caliphate of ISIS – represent a belated correction to the artificial borders of the Arab states, which had been drawn by the hands of Western colonialism in the wake of WWI. But here we are, two years later, and there has been no change to the borders of any Arab state. Several factors explain why the borders have not moved.

First, is the existence of a strong and stable national identity. In Egypt and Tunisia, territorial identity predated independence. As a result, territorial integrity withstood the threats posed by the recent shocks to these countries’ ruling powers. In more “artificial” states, the ruling establishment constructed a particular local identity through various socialization processes including national holidays, school textbooks, art and literature. The success of these efforts is difficult to quantify, but the existence of an Iraqi identity cannot be denied if, after 15 years of US occupation, ISIS-backed terrorism and a civil war, Iraq is on its way to recovery and is even conducting democratic elections.

Second, the “deep” state institutions have successfully coped with the local revolutions. In Egypt, the army and the legal system brought the system back to its pre-revolution condition. And in Tunisia, civil society forces managed to complete a democratic revolution, and were even awarded a Nobel Peace Prize for their efforts.

Third, the involvement of external actors also contributed to the preservation of territorial integrity. Global and regional powers – Turkey, Iran, and Israel – have an interest in maintaining the status quo. Any violation of that could lead to instability and, ultimately, to war, rising oil prices, disruption to maritime traffic through the Persian Gulf and the Suez Canal, and to regional turmoil. The best example of such a contribution is, of course, Syria, which was largely saved by the involvement of Russia, Iran and Hezbollah. The US, Jordan and Israel also played a secondary role in this process. US involvement in Iraq had a similar stabilizing effect on that country. No less important is the fact that Iran also had an interest in maintaining Iraq’s territorial integrity, but wished to subjugate it to its influence. Moreover, all the global and regional powers (with the exception of Israel) prevented the secession of Iraq’s Kurdish area, due to concerns over irredentist claims by Kurds in neighboring states.

Fourth, several Arab leaders followed a shrewd strategy that prevented any deterioration in the situation. The manifest examples are the region’s monarchs, King Mohammed VI of Morocco and King Abdullah II of Jordan. Both initiated reforms designed to satisfy some popular demands and maintained dialogue with the opposition forces in their respective states. Demonstrations in Morocco and Jordan continue to erupt occasionally but have not yet deteriorated to the point of an actual threat to the monarchy or to the state’s territorial identity. A different situation prevails in Saudi Arabia and other Gulf states which used oil revenues to elicit the support of its citizens in exchange for a series of economic benefits and, more recently, governmental reforms. An interesting point is that the Gulf states – in particular UAE, Qatar, Oman, Kuwait and Saudi Arabia – score high on the Fragile States Index (reflecting weak central government, non-provision of public services, widespread corruption, refugees and a sharp economic decline).

Fifth, with the memory of civil war still fresh in their minds, the citizens of several countries, including Algeria, Lebanon, Sudan and the Palestinian territories, elected not to rock their respective governmental boats. As a result, the internal developments in these states are not expected to lead to territorial changes, with the exception of the Palestinians who are struggling to attain a state of their own.

All of which leads to the conclusion that Syria is not an exception in terms of the overall pattern of stable territorial integrity in the region. Even the two remaining states – Yemen and Libya – will not change the overall picture. There is a good chance that Yemen will break up into two entities (North and South) as was the situation before the unification in 1990; and Libya’s General Khalifa Haftar, commander of the Libyan National Army, appears to be geared to assume control over the entire country. Consequently, the main question that should be addressed by scholars of the modern Middle East is not why the territorial Arab states are destined to break up, but rather, what factors underlie their persistence, despite their artificial origin.

More recently, in April, the prime minister held a press conference in which he pulled away black sheets, unveiling thousands of documents and dozens of CDs that Israel’s foreign intelligence agency, Mossad, stole from a Tehran nuclear archive. The data, the prime minister stated, was proof of Iran’s efforts to secure nuclear weapons capability during the early 2000s.

Against this background, it was rather surprising when the Prime Minister’s office began airing in May short YouTube videos of Netanyahu addressing Tehran in a different way. The crux of the clips: Netanyahu doesn’t see the Iranian people as the threat, only its regime. In fact, Netanyahu is concerned for the well-being of the Iranian people. He stands with them against their oppressive leaders. Netanyahu stated in a May 31 video that the Iranian people are “brilliant,” and that it’s the regime that prevents them from flourishing – in part by diverting Iranian resources to terrorism and regional subversion.

In a June 10 clip, he offered Israeli technology to help alleviate Iran’s water crisis. The prime minister reminded his Iranian viewers that their government stands between them and Israeli technology by banning Israelis from traveling to Iran. However, he stated, Israel will circumvent the Iranian restrictions, by publishing a Persian-language Telegram channel and website about the country’s water shortage that shares Israeli expertise.

During the 2018 World Cup in Russia, Netanyahu commended Iran’s national soccer team for its courage, insinuating that similar courage can be displayed on the political field against their regime. Like the earlier video, Netanyahu drew a clear distinction between the Iranian people and their regime, and claimed Israeli affinity and admiration for the former. The clips ooze with hipness. A more relaxed Netanyahu replaces the formerly ominous one, as he is seen bouncing a soccer ball at the entrance to his office.

Instead of speaking to a global institution such as the UN, the messages are aired on YouTube. The prime minister’s long, dark pontifications are amended in favor of seventysecond messages of hope. The clips begin with an informal gesture – such as pouring a glass of water – and end with a short, marketing-like slogan, envisioning a future IsraeliIranian collaboration in the areas of sports and entrepreneurship.

The videos reflect what may amount to a new turn in the Israeli approach to its conflict with Iran. Israel has long been concerned by Tehran’s nuclear program and its regional aspirations, especially in Syria. Now, Israel almost openly calls, in effect, for regime change in Tehran. At the same time, Israeli officials are careful to calibrate expectations in this regard. As noted, Netanyahu separates his rhetoric between the Iranian regime and its people. He advises the latter that life without the Islamic Republic would be better. This new tact is probably one public manifestation of Israeli-American efforts, reported by Israeli journalist Barak Ravid, to develop a strategy against Iran, including assisting and maybe even fomenting internal dissent in the Islamic Republic.

Israel has been traditionally careful not to intervene in the internal politics of its foes. In part, because past efforts to do so, are generally viewed by Israel’s security elites as breeding mostly adverse effects. In 1982, Israel invaded Lebanon with a secret goal of inaugurating a pro-Israeli Lebanese president. The goal wasn’t achieved, but Israel remained as an occupier in parts of Lebanon until 2000, and in the process, contributed to the rise of a new foe, Hezbollah. Some 1,000 Israeli soldiers paid with their lives for this “regime change” effort. In 1992, Israel assassinated Hezbollah leader Abbas al-Musawi. This paved the way for a much more capable leader that also emerged to be one of Israel’s most formidable enemies in the region, Hassan Nasrallah.

It is not clear why the prime minister amended Israel’s cautious approach to meddling in internal affairs in the region. Maybe it’s a result of his effective consolidation with the Mossad. It may also reflect Israeli adaptation to the new global norms of external interfering in internal politics, as seen by the Russian intervention in the 2016 US elections. It is also interesting that the prime minister is spearheading the effort himself, in the most public of ways. Gone are the days of mid-level intelligence officials such as Kermit Roosevelt secretly conniving to topple the prime minister of Iran during 1953. Now, a head of state is leading the charge.

This may be a reflection of the continued direct involvement of leaders in diplomacy, what Hebrew University’s Piki Ish Shalom called the “king diplomat.” This is even more pronounced with the Israeli prime minister. Before Netanyahu was elected in 2009, Israeli comedy show Erezt Nehedert (“a wonderful country”) mocked his monarchic approach to democratic politics, at least in comparison to his first tour as prime minister during 1996 to 1999. Even Time Magazine had a 2012 cover with the title, King Bibi. Perhaps it’s Netanyahu’s own sense that his videoed pleas can change history, such as a clip during the 2015 elections to rally his voters against the Israeli left who were falsely accused of “bussing the Arabs to the polling stations.”

Either way, Netanyahu’s populist policy delivery now resembles that of US President Donald Trump’s: announcing policy on social media, directly to the citizens. It’s ironic, that in their struggle against the Iranian theocracy, Netanyahu and Trump choose a populist avenue that subtly undercuts the building blocks of their own democracy and state structures, traditional media outlets, and the professional foreign policy and national security establishments. Before Trump, there was a more authentic approach by Israelis and Iranians on social media – the 2012 projects known as Israel loves Iran and Iran loves Israel – to bring about amicable relations between the two peoples. However, this is not the era of people-to-people diplomacy. This is the era of populist leaders.

Finally, the prime minister’s promise of an Israeli-supported technological progress for the Iranian people, if they would only topple the regime, reflects Israel’s own image in the last decade as a “start-up nation.” It also echoes an old Zionist theme: rejected as outsiders, the Jews can gain legitimacy by alleviating a lagging region through the introduction of innovation and technology. Palestinian leader Musa al-Alami rejected the idea in the 1930s when presented by Israel’s first Prime Minister David Ben-Gurion during a secret dialogue.

In the 1990s, when Ben-Gurion’s acolyte Shimon Peres offered a “New Middle East” based on the same idea, many in the region saw it as a conspiracy that would lead to Israeli economic domination of the region. If history is any indicator, the promise of technology does not lead to a shift in political attitudes in the region, at least not towards Israel.

Within months, pundits began speculating when his government would fall. So far, the answer has been never. Netanyahu has faced trouble, including ministerial resignations and police investigations, since shortly after the 2015 elections. Over the last year, the arguments for his imminent demise gathered steam: In February, police recommended that the attorney general indict him for corruption based on investigations in four different cases. The situation in the Gaza Strip festered; the Temple Mount nearly exploded; and the news warned almost nightly of a war with Hezbollah in Lebanon. There has been no progress on Israeli-Palestinian peace since negotiations collapsed in 2014. And at home, a wave of rage against economic hardship and massive social inequality erupted in 2011, when Netanyahu was prime minister as well, yet there has been no relief for the exorbitant cost of living in the seven years since. Why then is Bibi more beloved than ever? In 2016, Netanyahu’s Likud party polled at an average of 25.7 seats in the Knesset, Israel’s parliament, lower than the 30 seats it won in 2015 but still ahead of all rivals. Each year, the average has crept upward. When the police recommended indicting Netanyahu, his party’s numbers rose. When U.S. President Donald Trump withdrew from the Iran nuclear deal on May 8, polls gave him the highest numbers in a decade, 35 or 36 seats; one survey was even rumored to predict 42.

In 2015, Benjamin Netanyahu was elected to a fourth term as prime minister of Israel. Within months, pundits began speculating when his government would fall. So far, the answer has been never.

Netanyahu has faced trouble, including ministerial resignations and police investigations, since shortly after the 2015 elections. Over the last year, the arguments for his imminent demise gathered steam: In February, police recommended that the attorney general indict him for corruption based on investigations in four different cases. The situation in the Gaza Strip festered; the Temple Mount nearly exploded; and the news warned almost nightly of a war with Hezbollah in Lebanon. There has been no progress on Israeli-Palestinian peace since negotiations collapsed in 2014. And at home, a wave of rage against economic hardship and massive social inequality erupted in 2011, when Netanyahu was prime minister as well, yet there has been no relief for the exorbitant cost of living in the seven years since.

Why then is Bibi more beloved than ever? In 2016, Netanyahu’s Likud party polled at an average of 25.7 seats in the Knesset, Israel’s parliament, lower than the 30 seats it won in 2015 but still ahead of all rivals. Each year, the average has crept upward. When the police recommended indicting Netanyahu, his party’s numbers rose. When U.S. President Donald Trump withdrew from the Iran nuclear deal on May 8, polls gave him the highest numbers in a decade, 35 or 36 seats; one survey was even rumored to predict 42.

As with so many things in Israel, Netanyahu’s solid support is based on security. In Israel’s political discourse, the word “security” signifies threats from any form of Palestinian violence, whether Qassam rocket fire, Palestinian demonstrations and attempts to cross the Gaza border, or girls wielding scissors. On Netanyahu’s watch, Israel has fought two wars against Hamas and dealt with a wave of stabbing attacks, along with a crisis on the Temple Mount and now the deadly escalation in Gaza.

When violence rises, Israelis vote right. This was the ultimate lesson of the Second Intifada, which brought a Likud leader back to power in 2001 after a short Labor Party term; the left has never won an election since.

Netanyahu has mastered the use of crises to shore up his support. Periodic escalation reminds nearly half of Israeli voters that they are relieved to keep the right in power. Just one-quarter of Israelis even believe peace is possible, and at present fewer than half of Israeli Jews support the two-state solution. The question in their minds is who knows how to manage a security problem, not who can bring peace. One Israeli voter recently told me she appreciates Netanyahu for knowing when to end military escalations. In other words, not only do many centrists and right-wingers not blame him for wars; they laud him for restraint.

Regional threats such as Iran, Hezbollah, and the Islamic State are also part of the security issue, but they are more theoretical. Israel has never fought a war with Iran. The last war with Hezbollah was 12 years ago, and there is no Islamic State to speak of in Israel. But in the public mind, they loom large, especially when Netanyahu hammers home the existential threat of Iran at all opportunities (or broadcasts a campaign ad saying the Israeli left will bring the Islamic State to Jerusalem). Trump’s withdrawal from the Iran deal was the jewel in Netanyahu’s crown. Whether the deal survives or whether it hinders or helps Iran’s presumed quest for military nuclear capabilities wasn’t truly the point. Netanyahu spoke, and a few days later the most powerful man in the world listened. That’s power.

It’s also vindication. For eight years, Netanyahu antagonized President Barack Obama. Israelis know the United States is Israel’s best friend; Netanyahu’s defiant attitude was a risky course not only for U.S.-Israeli relations but for Netanyahu’s home-front, too. After the 2015 elections, just one-quarter of Israelis thought U.S.-Israeli relations were good; three quarters rated relations bad or neutral; and Israeli Jews were split on whether Obama or Netanyahu was to blame.

Trump’s electoral victory set the relationship between the leaders back on solid ground; colossal policy victories such as pushing Washington to abandon the Iran deal and moving the U.S. Embassy to Jerusalem conveyed to voters that Netanyahu was right all along. He had the grand plan before anyone believed in it.

There was another side of the foreign-policy scheme. In his fourth term, Netanyahu has made a big show of cultivating other friends beyond the United States or Europe — including India and Azerbaijan — to build economic ties and enhance the country’s regional security interests. The most important, if cryptic, relationship is with Vladimir Putin’s Russia. It’s no accident that Netanyahu met Putin last week between the two strikes against Iranian targets in Syria or numerous times over the last two years as Israel has stepped up attacks of the same nature.

It’s too simplistic to say Israelis are distracted by terrorism and escalation away from Netanyahu’s corruption cases. Rather, Netanyahu’s military and diplomatic victories complement and thus burnish his image in domestic politics. Israelis regularly say, sighing, “There’s nobody else.” They mean that on the domestic as well as international scene.

Very few Israeli coalition governments have survived for a full term; most collapse and lead to early elections. Israel has had 34 coalitions in 70 years. By contrast, Netanyahu’s second government from 2009 to 2013 came close to a full term, and there’s no guarantee his current one will fall before 2019 — which would be close to another full term. Combined with his staying power (nearly 13 years combined, the second longest-serving prime minister), Netanyahu has brought a measure of political stability to Israel.

But there is a price. By the start of his fourth term, Netanyahu seemed to have unleashed his true self: a cult of personality in style and an increasingly consolidated strongman form of governance in practice.

For a time in early 2016, he held five ministerial portfolios in addition to prime minister, before slowly parceling them out; he still holds the post of foreign minister. His government shut down Israel’s historic public broadcast authority and has heaped policy and legal hardships on a new, reconstituted state-funded news corporation. Meanwhile, Netanyahu enjoys the stalwart support of the country’s highest-circulating newspaper funded by his patron Sheldon Adelson. His government is on a warpath against the Supreme Court and is currently debating a bill that would allow the Knesset to override the court’s right of judicial review.

When Netanyahu wanted a massive deal for the extraction of natural gas, the director of Israel’s antitrust authority and the economy minister resigned in protest, arguing that the arrangement prevented competition and protected a cartel, citing his direct interference. Netanyahu made himself economy minister, which allowed him to activate a special clause to sidestep antitrust regulations. To do that, he was required to consult with a Knesset committee by law. The committee members voted against the clause; he ignored them.

The result of strongman leadership is that people become much less enthusiastic for the foundations of democracy, favoring splashy personal achievements or controversy instead. And the irony of consolidating power is that it harms democracy but simultaneously generates an environment in which one person gets credit for everything going well, reinforcing support for that same leader.

Such a leader could also be blamed for all bad things. But many Israelis have apparently traded personal economic frustrations for an occasional celebration, be it Israel’s victory in the Eurovision contest or the U.S. Embassy moving to Jerusalem. Voters have lowered their standards on personal integrity in return for domestic tranquility, punctured only by the occasional war that most believe could not have been prevented. And, so the logic goes, it’s better to have Bibi fighting that war — or killing those protesters in Gaza who dare to seek a way out after 11 years of closure — than a despised left-winger.

Sooner or later, Netanyahu will eventually exit the political stage. But given the way that every crisis reinforces his power, and what his years in power have done to Israel, the pendulum doesn’t look likely to swing in the other direction soon.

After all, the Syrian regime has reacted to attacks, presumably carried out by Israel, in a number of cases in the past. In this regard, Iran’s move may be seen as a Syrian-Iranian attempt to draw some red lines, indicating that the military freedom of action in Syria, long enjoyed by Israel, should not be taken for granted.

Either way, the Israeli interests remain unchanged and focus on two main levels.

The first interest relates to preventing Iran from establishing itself in Syria, or at least weakening its hold on the state, especially in the areas adjacent to the border with Israel and Jordan. Therefore, we must focus on a series of diplomatic measures:

First, reaching some understandings with the relevant actors – Iran, and the Assad regime – in Syria. The tightening Iran’s grip on Syria is a reality that will be extremely difficult to uproot, at least in the short-to- medium term. The goal, then, is to limit or to prevent it from establishing itself in a way that is too threatening to the Syrian-Israeli border. This goal may be achieved with the intervention of international actors who enjoy open channels and a sufficient level of trust, vis-a-vis both sides.

Under the current circumstances, the most prominent actor is Moscow. The intensive dialogue between Israel and Russia allows for a sincere and deep dialogue, even if their interests are not aligned. The convergence of the Russian-Iranian interests is firm and tight, and it cannot be dismantled now. At the same time, Russia has a clear interest in preventing an undesirable escalation that will harm the strengthening of the Assad regime. Israel can leverage this situation in its dialogue with Moscow, while refraining from intense and unpredictable actions, in return.

Although the US has positioned itself in a less influential (albeit largely secondary) position in Syria, it is necessary to closely coordinate the Israeli-American positions. In addition, it is important to coordinate positions with Arab countries, with whom Israel has shared interests and close dialog. Jordan fears, just like Israel, the Iranian hold on Syria. Egypt is watching Iran with concern as it is becoming a stronger regional power, and Saudi Arabia adopted a most assertive policy vis-a-vis Iran. The Israeli message should be that this regional dynamic should be curbed in a coordinated regional diplomatic effort against the Syrian-Iranian axis.

Although Europe has ceded its premiership in Syria to Russia, it is still possible to recruit prominent European players to increase pressure on Iran. Germany can be a good candidate for that. The focus of the Israeli message, at this stage, should be the Syrian context, rather than the nuclear issue. Moreover, diplomatic levers should be used to make it difficult for the Iranians to further establish their presence in Syria. It is essential to expose to the international community the Iranian attempts to establish military bases, in a manner that will prove to the world Iran’s destructive conduct in the region, while establishing that an Iranian nuclear activity is prohibited before reaching a nuclear agreement.

Another Israeli interest, no less important, focuses on preventing an escalation in Lebanon against Hezbollah. Such a confrontation is not necessary as the deterrence that was achieved following the Second Lebanon War still stands and is manifested in the organization’s various public statements. Moreover, the organization is working to strengthen its political involvement in Lebanon and is looking forward to the elections for the Lebanese parliament. This trend could induce a more responsible conduct on its part, which could prevent a slide into violent confrontations to the detriment of Lebanon, as Israel repeatedly warns. Another round of violence will end with a renewed status quo, that is no different from the current one.

The strengthening of Assad’s regime in Syria continues vigorously. Currently, it is clear to all that the regime has been strengthened to such an extent that no one expects or desires to reverse the process, that was achieved thanks to the involvement of Russia and Iran (and Hezbollah). Israel must have an interest in strengthening the regime, who will, most probably, be able to deal more effectively with an excessively dominant Iranian influence. It should be emphasized again that this is a long-term process, since it is clear that Assad currently has neither the ability nor the will to challenge the tightening Iranian dominance in his country. At the same time, it is hard to ignore the moral consideration of the Assad regime. This is a murderous regime that committed war crimes against its own people. However, as Israel did not directly intervene during the civil war in Syria, it must now consolidate its interests in the face of the emerging reality.

In conclusion, it should be remembered that Israel’s strategic balance with Syria, continues to be comfortable, even after the recent escalation. Syria is still in the midst of difficult fighting between the various forces, and Assad’s takeover of the entire country is still far from being over. It should also be remembered that the relationships and interests of the Russia-IranTurkey triangle are in no way smooth. In any event, it is imperative to acknowledge that the freedom of Israeli military action is not unlimited in view of the emerging reality, hence the importance of the political-diplomatic effort. This is a challenge that Israel can and must withstand.

History is familiar with the analogy of the 1938 Munich Agreement, in which Chamberlain and the West capitulated to Hitler but failed to prevent World War II. Yet history is also familiar with efforts to demonize the enemy that were subsequently understood to be exaggerated, if not outright baseless. For example, Israel and the West turned Egyptian president Gamal Abdel Nasser in the 1950s and 1960s into the Hitler of the Arab world, and according to Israeli intelligence and media sources of the period, the influence of Egypt and Nasser’s pan-Arabism pervaded the entire Arab world, including Iraq, Syria and distant Yemen. Subsequent historiography of the period shows that Nasser’s capabilities were much more limited than the grandiose powers ascribed to him. An assessment of Iran’s true power and regional influence must surely be sober rather than demagogic.

The latent dimension of Iran’s regional influence involves the future of Syria. The keystone of Iran’s strategy in the Arab Middle East is its capacity to support Bashar Assad’s regime. The Iranian-Syrian alliance, which has been in place for over three decades (with a brief interruption during the Gulf War), has become a major axis of regional politics. This is not a “natural” alliance in the respect that it is based on Iran’s cooperation with an Alawite minority regime rather than a broad Shi’ite social foundation. Syria’s significance stems from its geo-strategic location in the heart of the regional system, rather than from any economic resources that it offers. “Whoever would lead the Middle East must control Syria,” wrote esteemed journalist and historian Patrick Seale in the 1960s.

Indeed, harking back to 1950s when Syria became the focus of global and Arab Cold War struggles, at least five powers have competed for control over Syria since the outbreak of the civil war there in 2011: Iran and Russia (through the Alawite regime), the West (through the Free Syria Army), and two jihadi Sunni organizations – IS and Jabhat al-Nusra.

In view of the highly unreliable information from the field, it is difficult to predict what will happen in Syria, or whether it will maintain its sovereignty and territorial integrity.

Clearly, Iran’s success in preserving Syria’s Alawite government would be a significant accomplishment and reinforcement of the radical Shi’ite alliance in the region. Assad’s fall, on the other hand, would be a fatal blow to Iran’s regional influence by creating a vacuum in the Shi’ite Crescent, and would also weaken Hezbollah as well as Iran’s influence in Iraq. We can borrow from then-presidential candidate Bill Clinton’s famous 1992 phrase “It’s the economy, stupid,” and state with equal gusto that in post-nuclear-agreement Middle East, “It’s Syria, stupid!”

Since the Western alternative in Syria now appears to be less probable, the West, including Israel, faces a dilemma regarding whether to support Syria – backed by the demonized Iran – or to bet on an alternative regime, with the risk of chaos, anarchy and even territorial changes. Turkey and Saudi Arabia would prefer to get rid of Assad at all costs, while Egypt has decided to prop up the Assad regime. Indeed, one may wonder whether the potential rise of IS or another radical Islamic entity in Syria might be an even more destructive scenario than the Iranian “threat.”

Participation of an official Israeli representative of such a call marked a significant achievement in Israel’s foreign policy, and confirms that the post-Arab Spring developments in the region have created an opportunity for Israel to forge new alliances and coalitions with regional actors. Recently, it has been revealed that Foreign Minister Liberman secretly met Arab and Palestinians officials in Paris with the aim of promoting a regional initiative. In light of the diplomatic impasse, this is good news. The bad news is that these exchanges are held in the dark. This once again highlights the fact that Israel is still suffering from a “mistress syndrome” in the Middle East— relations with her must be kept a secret. Since its existence, Israel has conducted secret contracts with individuals and countries in the Middle East. Common interests led to occasional cooperation, which needed to be hidden so as not to endanger the collaborators. Jordan’s King Abdullah and his grandson King Hussein held many talks with Israeli leaders. Abdullah even paid with his life for secret contacts that almost led to the first ever peace agreement with an Arab country. Recently, it has been revealed that Foreign Minister Liberman secretly met Arab and Palestinians officials in Paris with the aim of promoting a regional initiative. In light of the diplomatic impasse, this is good news.

The bad news is that these exchanges are held in the dark. This once again highlights the fact that Israel is still suffering from a “mistress syndrome” in the Middle East— relations with her must be kept a secret.

Since its existence, Israel has conducted secret contracts with individuals and countries in the Middle East. Common interests led to occasional cooperation, which needed to be hidden so as not to endanger the collaborators. Jordan’s King Abdullah and his grandson King Hussein held many talks with Israeli leaders. Abdullah even paid with his life for secret contacts that almost led to the first ever peace agreement with an Arab country. Even ties in the late 1950s and early 1960s between Israel, Turkey, Iran, Ethiopia and perhaps Sudan—the so-called “Periphery Alliance”—were kept secret.

Cooperation in the 1950s was designed to combat the threat posed to the Middle East by the pan-Arab ideology under the leadership of Egypt’s Gamal Abdel Nasser. Thus, for example, Israel was covertly involved in the Yemeni civil war of the 1960s, in which it helped royalists in their struggle against the republican regime backed by Nasser. Israel also secretly helped the Kurds in Iraq in their fight against the Ba’ath regime in the mid-1960s.

Israel later aided the Maronites in Lebanon, although when that cooperation came to light in the Lebanon War in 1982, the Maronites were alienated. Even the Egyptians and Palestinians held many secret talks with Israeli before any formal agreements were signed. And since publishing of the Arab Peace Initiative of 2002, there have been scattered clues of meetings between Israeli and Saudi representatives.

The only period in which Israel managed to escape the “mistress syndrome” was following the signing of the Oslo Accords in 1993. The decade of the 1990s was a golden age in Israel’s relations with countries in the region; it had diplomatic relations at various levels not only with Egypt and Jordan, but also with Morocco, Tunisia, Mauritania and a host of states in the Persian Gulf. Cooperation between Israel and Turkey reached its peak during that time, and a number of regional economic conferences brought public meetings between Israeli and Arab businessmen.

Though there were still many in the Arab world who refused to see Israel as part of the Middle East, the Oslo Accords broke the barrier of fear and allowed many Arabs to have public relations with Israel and Israelis. Yet this positive development was reversed with the failure of the Oslo and the outbreak of the Second Intifada. Israel was then relegated back to its traditional status of the concubine of the Middle East in public.

Israel has suffered from this syndrome for most of its existence; it dovetailed with the Jewish history of living in the ghetto (in Eastern Europe) or the mellah (in Morocco). However, this is not an act of fate. The history of the Oslo Accords in the 1990s shows that Israel is not doomed to isolation and boycott, but rather that isolation and boycott are also the result of its actions. No progress on the Palestinian problem, the insensitivity shown by the decision-makers in continuing settlement activity, and particularly the rejection of the Arab Peace Initiative – all these actions damage Israel interests in the Middle East.

The chance of Israel’s re-admittance to the Middle East lies in its ability to show initiative, originality and flexibility of thought. Only by attempting sincerely to solve the Palestinian problem will Israel have a chance to become a public and recognized player. It is unclear how Balaam’s biblical curse, “They are a people that shall dwell alone, and shall not be reckoned among the nations” (Numbers 23:9) has become the motto of so many in Israel. A more worthy motto comes from Israel’s second Prime Minister, Moshe Sharett, who said that “Israel shall not be a people that dwells alone, not in the Middle East and not among the nations of the world.” This should be the guiding light of Israeli policy-makers.

A week before the terror threat statement, on February 3rd, the British Sunday Times reported that the IDF has drafted a plan to create a 16 kilometer-wide “security zone” on the Syrian side of the current ceasefire line on the Golan, presumably to enhance security on the Israeli side. The term “security zone” has an all-too-familiar ring, as it recalls the similar concept Israel employed in Lebanon between 1985 and 2000. The situation in Lebanon at the time was comparable in some respects to the scenario Israel currently fears developing on the Syrian front: It was a civil war in a neighboring Arab country that spilled into a security threat to Israel’s north. But these two challenges – Lebanon and Syria – are not identical. Israeli officials have also recently divulged that Israel had already taken a number of preventative measures, including the erection of a new electronic fence along the existing Israeli-Syrian line (announced by Prime Minister Netanyahu at the beginning of January) and the deployment of elite ground forces there.

A week before the terror threat statement, on February 3rd, the British Sunday Times reported that the IDF has drafted a plan to create a 16 kilometer-wide “security zone” on the Syrian side of the current ceasefire line on the Golan, presumably to enhance security on the Israeli side.

The term “security zone” has an all-too-familiar ring, as it recalls the similar concept Israel employed in Lebanon between 1985 and 2000. The situation in Lebanon at the time was comparable in some respects to the scenario Israel currently fears developing on the Syrian front: It was a civil war in a neighboring Arab country that spilled into a security threat to Israel’s north.

But these two challenges – Lebanon and Syria – are not identical. For one, the Lebanon arena of the 1980s and 1990s never included the type of weaponry that could still plausibly be used on the Syrian front. Further, Israel’s 15 year-long deployment in the “security zone” should give us reason to pause, before Israel rushes to create a new one in Syria.

Most of all, it is far from clear if the “security zone” in Lebanon was indeed necessary. At least from the early 1990s, if not earlier, Israel’s main foe in Lebanon was Hezbollah, and not the Palestinian organizations that had triggered Israel’s initial drive into Lebanon. Hezbollah, unlike the Palestinians, did not try to infiltrate Israeli territory but rather focused its efforts on the Israeli military personnel deployed in Lebanon.

This is an important difference, because the “security zone” was designed primarily to defend against possible infiltrations into Israel, but it was maintained at the cost of some 20 Israeli fatalities a year on average, even when no infiltrations were attempted. Indeed, to date, Israel’s defensive posture against Hezbollah is based on deterrence, not on an actual presence in Lebanese territory.

The second cautionary note from Israel’s 1985-2000 “security zone” experience in Lebanon is that it benefitted Hezbollah far more than it assisted Israel. The organization gained legitimacy, status, and power in the domestic Lebanese political arena, by portraying itself as the only true opposition to the Israeli presence in South Lebanon. By the time Israeli forces left Lebanon in 2000, Hezbollah had become the most dominant organization in Lebanon with its own “state within a state” apparatus.

Less than two decades earlier, when Israeli forces crossed into Lebanon, Hezbollah did not even exist; in effect, Israel created the rationale for a resistance movement to its occupation of Lebanese land.

The comparison to today’s situation is clear: If Israel has direct military engagements with the global jihad forces, such as al-Qaida offshoots active on the Syrian side of the Golan Heights, Israel’s actions might once again indirectly lead to the creation of an effective and highly motivated opponent, such as it has not yet faced in earnest on this front until now.

The third lesson to consider is the broad strategic outlook for Israel. By helping Hezbollah, indirectly, to build itself in Lebanon, Israel handed Iran a real lever over Jerusalem’s freedom of action. Various reports indicated that in calculating possible moves against the Iranian nuclear program, Jerusalem is affected by the possibility that Hezbollah will shell Israeli territory as it did in the 2006 war. We cannot anticipate now, who might face Israel in Syria, but we should consider the effects of this possible friction on Israel’s future freedom of action.

All this is not to say that the challenges on the Golan should be treated lightly. Israel may indeed face new threats in the wake of the demise of the Assad regime in Syria and will need to deal with them. Yet, as Israel learned painfully in Lebanon, some solutions merely lead to new, and more menacing, threats. A solution based on a “security zone” in all likelihood falls into this category.
