
In September 2023, Mitvim – The Israeli Institute for Regional Foreign Policies – and the U.S. Department of State launched a joint project to create a civil-society network of regional thinkers and policy experts. The goal was to foster strategic dialogue, cooperation, and deeper normalization between Israel and its neighbors. However, just two weeks later, the Hamas attack of October 7th and the ensuing war reshaped the regional landscape. This report reflects on the project’s initial challenges, the adaptations made in response to the conflict, and the surprising emergence of real connections and public Israeli-Arab dialogue despite the turmoil.
