Nimrod Goren, founder and president of Mitvim, a foreign-policy research institute in Petach Tikva, said that the current war could not be considered on its own.

“For many Israelis, it’s been one long war going on since October 2023,” he said, with changing focuses, occasional breaks, and fronts that have shifted from Gaza to Lebanon to Yemen to Iran.

But Israelis don’t understand or agree on where all this war is leading, he said. And in an election year with Mr. Netanyahu and his coalition trailing behind opposition parties, voters are wondering whether they can trust their leaders.

“What’s the endgame?” Mr. Goren said. “Is it all about politics?”
